All of the WWII themes have to do with Roger Waters father Eric Fletcher Waters, who was killed in WWII at Anzio Bridge battle. He even mentions Anzio Bridge in "When The Tigers Broke Free". He also dedicates Pink Floyd's next album "The Final Cut" to his father. You could safely say that the first and largest brick in the wall was his fathers death, it had a very profound effect on him as young child.
Vera Lynn was simply one of the British armies favorite performers, the song that faintly plays before the opening track "In The Flesh" is a Vera Lynn song called something to the effect of "The Little Boy Santa Forgot", which I'm sure is how Roger Waters felt most of his childhood. In the song "Vera" the two most telling lines are: "Remember how she said that we would meet again, some sunny day." And, "Does anybody else in here feel the way I do…" It all ties into his fathers tragic death and his absence in Roger Waters life.

Yes. Google will know this. Google looks for "quality" links as well as "quantity" links. So 200 comments on the same website TO the same page on your new website won't count for much PR value if they all come from you.
If you want to boost your PR value you need to have links on "multiple" websites pointing at you. This is the "quality" part. Remember, some of it's a popularity contest. The more websites pointing at you (and the higher THEIR PR value) the more popular you are and the more chance you have to move up on the google searches under your keywords.

Estimate time and multiply by hourly rate, it depends on your clients expectations, bank balance and how much you value your time. Is there value to you, say in having site as part of a much needed portfolio?

I had a look at those plans on ebay and if you aren't a very experienced machinist with access to modern CNC machining Equipment those plans are clearly beyond your ability. Due to the very high temperatures and rotational speeds of gas turbine engines, exotic materials, tight tolerances and close balances must be obtained and maintained throughout. You never mentioned what use you have for these items, be it a model plane or other scale item. If I might suggest as a less expensive but useful substitute, common solid fuel rocket engines used for model rockets and sold as toys with such brands as Estes, Aerotech, Quest. These might provide the thrust you require at a tiny fraction of the cost of that of a jet, but of much shorter duration. Even some of the larger of the common rocket engines provide 12 or more pounds of thrust for a few furious seconds. Remember, any of these things can severely burn, injure, or even kill you or others nearby even if you are very careful and make no mistakes at all in your design or fabrication. Such is the nature of the beast I'm afraid, it is rocket science after all.
